apt-utils software package provides package management related utility programs, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install apt-utils
apt-utils is installed in your system.
Make ensure the apt-utils package were installed using the commands given below,
$ sudo dpkg-query -l | grep apt-utils *
You will get with apt-utils package name, version, architecture and description in a table
